The Challenge
The municipality's citizen services were spread across 15 different legacy systems. Residents had to visit city hall in person for most transactions. The existing website failed accessibility audits and wasn't mobile-friendly, excluding a significant portion of the population.
The Solution
We consolidated all citizen services into a single, Section 508-compliant portal. The platform features online permit applications, utility bill payments, service request tracking, and a multilingual interface. We conducted extensive usability testing with diverse user groups including those using assistive technologies.
